You can try the NYX shadows (available in drugstores.) They work great. I have a few of their trios and they're pretty cheap ($8 for 3 color palette.) If you're looking for lots of colors, there is this palette on Ebay that is called the ';120 Pro Palette.'; This palette is often compared to the Coastal Scents 88 Palette. I have both the Coastal Scents 88 Palette and the 120 palette and the 120 palette is better because it have more colors and also is easier to blend. The Coastal Scents palette is great though since it has bright colors too and it's cheap (around $20.) However, if you're into bright colors, you NEED to get the 120 Pro Palette off ebay. It sells anywhere from $1 to $30. A lot of sellers from China sell it but I bought mine from a seller in LA. well.....Loreal is kinda expensive for you if you are in High school.
The store Claire's seem to sell all kinds of kits with yummy bright eyeshadows, like bright orange or green. They only cost about $20 for more then 30 shades or neutral and bright color eyeshadows, including mascara, eyeliner, lip gloss and MORE!
It sounds pretty cheap and bad for your skin, but as long as you wash it off completely. You will be fine.

I don't know what your budget is but the best and cheapest (besides dollar store make-up) would be the H.I.P. (High Intensity Pigment) eye shadows by L'Oreal. They have some bright fun funky colors that stay on as long as you need them. Plus they usually come in 2 tones or two contrasting colors in one. there's a L'oreal HiP (high intensity pigment) line with bright colors. the trick is to use the right utensils (proper brushes) and a primer so the makeup stays on. those should be cheap, but i'm not sure, i stopped using drug store brands a while ago!
