Plenty of places carry shimmering eyeshadow, one name brand is an inexpensive one called wet 'n wild. It usually comes in the form of a liquid eyeshadow. The trick of the look she has is that they line her eyes with a black liqud liner first then apply the liquid shadow, then the mascara. Claire's and for cheap too and if you want it to really show just put face cream on ur eyes where u will apply ur make up and it should come out really nice but i would recommend putting a base color then the glittery stuff.
