The best bright eye shadows are Ben Nye. Its stage makeup, so it lasts all day and doesnt fade. The only problem is that it is on the pricey side.

I don't think Hot Topic would have bright but I'm pretty sure if you surfed around online you'll find some.
Try Sephora.com because it has everything you could ever want.
Urban Decay's eyeshadows come in about every single color of the rainbow. Sephora sells them :]
MAC IS THE BEST I LOVE THERE STUFF IT IS VERY BRIGHT.
