What does it mean when eyeshadow says ';wet/dry';?

If you apply it dry it will show a lighter color. When you apply a little bit of water on your eyeshadow brush it will make the color darker and I think last longer. I like to use an eyeliner brush and wet it just a little bit and this way I can use different colors or eye liner but the color will not be so dramatic like a liquid eyeliner and using the eyeliner brush is easier than using liquid eyeliner.What does it mean when eyeshadow says ';wet/dry';?
