Both. Use Urban Decay Primer Potion on the base.
What I mean when I say you should wet the brush, is go to Walmart and buy one of those empty spritzer things at the travel stuff section in the beauty department. Fill it with water. When you apply your shadows, pack some onto the brush, spritz it with the bottle about 5 inches away 1-3 times, then put it on your lid.Is it best to wet the eyeshadow brush, or use a base?
Wetting the the brush could make it crease, primer is the best. Urban Decay primer potion gets the best reviews
