I too have really blonde hair and bright blue eyes. Might want to try a frost in browns, or mauve. I dont totally get your question on the best color eyeshadow '; for smokey eyes'; though. It is to have eyes look like a smokey color or someone else who has smokey eyes? You said yours are bright blue. ?? Puzzled, hmm. The question wasnt quite clear. Use brown or black liner in a pen/crayon and smudge it then put a grey on first and then a black and using circular motions blend it well

It depends on your skin coloring. If you have a yellow tint to your skin, pick warm colors like chocolate brown . If you have pink undertones, opt for cool shades like plum or navy blue. Gray is a neutral that almost anyone can wear. Smudge your eye make-up with a cotton swab or brush for added effect.
Any colour of eye shadow will look good. Try using a light colour like macs Vex or natural shades in light browns and fawn on your entire lid or go in for a light golden colour and line it with a blue eye pencil on both your lids. Smudge the pencil with a smudger brush, which should be dipped in a blue pigment before smudging. This will give a nice smokey look. Then line it with a Aqua blue eyeliner. Use a dark blue shadow for contouring your eyes just above the lid. Start at the outer end and go up half the length of your eyes. Must blend well with a clean brush. Use Macs' rice paper eye shadow just below your eye brows to bring out your eyes. Blend very well. Use Macs' Teddy eye liner pencil inside your eyes.The magic to good make up is blending, and blending. use a brown Mascara on your lashes but first curl the lash with a warm eye lash curler. use a brown brow set by Mac on your eyebrows sparingly. Finish off with a nice pink colour powder blusher on the apples of the cheeks, blend towards your temples. Just lightly brush the entire face with the blusher brush to give it an even colour. Use a pink shimmer powder just below your eyes and sweep it outwards . Always use a good compact make up before applying blusher.

Browns ... I read somewhere that you should use a color opposite to your eyes. I use browns, and have blue eyes, and it works a treat. When I had a professional make up artist do my make up for my wedding, she mixed brown and grey, but it still looked brown to me!
